Lake Nipmuc Association Meeting

Thursday, January 3, 2008 at 6pm

Mendon Town Hall

 

·         Meeting called to order at 7:04pm.

·         Motion made to accept December 6th, 2007 meeting minutes. Motion seconded. Minutes accepted.

·         Status of membership – 2 new memberships. One includes a business membership of $60.

·         Status of Financials – To-date balance is $626.64

·         Stormwater Update – Shirley S

Shirley’s plan is a 3 pronged approach to finding a solution to the serious storm runoff from Rte. 16. This runoff is channeled from numerous storm drains to pipes that empty directly into Lake Nipmuc. This runoff is loaded with sediment that has built up a large peninsula and has filled in an inlet. It also pollutes the lake with salt, oil and automotive fluids. Shirley contacted Terry Beaudoin at DEP and she said the Conservation Commission should send a letter to Arthur Johnson at DEP to request a lake survey so they can prioritize the Rte. 16 storm runoff problem. I met with ConCom and they have sent a letter to be posted on the Association’s website.

Shirley also spoke with State Rep. John Fernandes. He is on a highway committee and requested the pictures and an account of the problem. Additionally she met with Bob Zimmerman, Executive Director of the Charles River Watershed Association.  He took the pictures to add to their lawsuit against Mass Highway. They are in major violation of the Clean Water Act, and CRWA, along with the Conservation law Foundation, are taking them to federal Court in February.

·         Lake Monitoring – Shirley contacted Diane Switzer at EPA. Ms. Switzer said that they do have testing equipment available through a loan program which is a five year deal. Need to follow up with Warren Kimball at DEP in April after their budget approval to possibly get a grant. Bob Klein could follow up with this item.

·         Goose committee – nothing to report at this time. 

·         Public Education committee – nothing to report at this time.

·         Website committee – Ted King maintains the website www.lakenipmuc.com. He will continue to modify as new information comes in. Posted recent logo submittal from Joan C’s grandson.

·         Invasive Plant Life – The Town treats for invasive plants in spots around the Lake. Shirley to find out what plan the Town uses to treat. Information will be discussed from COLAP workshop at next meeting.

·         Public Use and Access – Need to find out who pays taxes on the strip of land next to the Town Beach.

·         Joan C submitted grandson’s logo design.  Discussed using a graphic designer to formalize it.

·         Shirley discussed COLAP’s 21st Annual Winter Workshop – COLAP is a statewide organization that offers advice to Lake Associations. Al Collins is the President and is a good resource. Workshops are available and members were encouraged to attend. A fee of $20 is needed to become a member. Motion was made to become a member. Motion was seconded and accepted.

·         A suggestion was made to hold meeting at 6pm instead of 7pm. A motion was made and accepted to change time of meeting. Next meeting will be held at Town Hall on Thursday, February 7, 2008 at 6pm.
