· Minutes of October meeting – motion to accept, seconded, and approved · Newsletter – Shirley S. Shirley presented four articles drafted for this Fall’s newsletter. 1) Water Quality Monitoring, Test Results, What do they mean? 2)The Devil in Disguise – the need for continuing vigilance with purple loosestrife 3)The Lake Nipmuc Clean up and 4) Name that Weed – weed watcher trainin · Stormwater Issue – Shirley S. Shirley continues to communicate with Mass Highway with regard to delayed plans. She recently spoke with two Mass Highway workers who were measuring water levels in catch basins. There were also some surveyors from a consulting group there. · Lake Monitoring The Board received an update from Frank Gandolfi, a frequent fisherman on the Lake, he observed raw sewage coming out of a pipe at the back of Alicante’s on several occasions. The tight tank is usually emptied on Tuesdays and Frank said the sewage and toilet paper usually come out of the pipe on Mondays. He believes two beach closings were directly related to this sewage. He is willing to accompany Lake Nipmuc members to a Board of Health meeting to tell his story. Shirley will check with the BOH schedule and try to get on the agenda. Frank also talked about the Island. He says that people are camping out there for days at a time and leaving piles of rubbish, human waste, and cutting down trees. He has left a rubbish barrel there and a note but this doesn’t seem to stop the campers. He has also confronted the campers but they were hostile and told him that he had no right to tell them what to do. Frank cleaned up the trash but is upset about the situation. The Island is town-owned and Shirley will talk to Dale Pleau, Town Administrator about it. Since the town is liable if anyone gets hurt, maybe they could post “No Trespassing” signs. Public Access The Eagle Scout presented his project. He is going to clear the brush and vines and will put down crushed stone along the path. Sue B. will check to see if handicapped access is needed. It was mentioned that the town beach doesn’t have it. Some kind of small dock or pier was mentioned but, since it is a Great Pond, you need permission from the State. Ted motioned to accept the public access Eagle Scout project subject to the changes and was seconded by Joan. Ted signed the papers so the Eagle Scout could go forward with the project. The Board will continuously review the public access project to be completed by the Eagle Scout, David Fleury.
